In a Wednesday morning press conference, the Sioux Falls Police Department announced that they have now arrested three people in connection to a homicide that occurred on December 30th. The arrest of one of them occurred following a vehicle pursuit by officers Tuesday afternoon.
According to Police, Josue Emmanuel Hernandez, 21, of Sioux Falls, was arrested by police after he led authorities on a high-speed chase through central Sioux Falls. Hernandez is suspect in the homicide of James Mitchell Houchins in Sioux Falls.
Houchins died shortly after being shot in the middle of a Sioux Falls street.
While searching for Hernandez on Tuesday, Officers with the Minnehaha County Fugitive Task force located him and attempted to perform a traffic stop. He fled and officers initiated a pursuit……
During the pursuit, which lasted for over 11 miles, Hernandez collided with another vehicle causing the hood of the vehicle to fly up over the windshield.
The pursuit traveled through central Sioux Falls at speeds in excess of 70 mph before finally ending near 2nd Street and Kiwanis Avenue after a PIT maneuver was used on the vehicle.
The Pursuit Intervention Technique (PIT) is used by law enforcement to spin a vehicle by turning into the passenger or driver-side rear quarter panel causing it to lose control and spin. After the PIT maneuver the suspect was quickly apprehended by police.
According to Sam Clemens, the public information officer for the Sioux Falls Police Department, three police vehicles were damaged, as well as two other vehicles. Clemens also said there were no injuries during the pursuit.
Also arrested as part of the on-going homicide investigation is Crystal Lorraine Mousseau, 28, of Sioux Falls and Susan Alice Sanchez, 29, of Sioux Falls.
